Why is carbon pricing often criticized as 'regressive', and what remedies does the just-transition concept propose?
Carbon taxes and emissions trading raise the cost of electricity, heating and transport, and because low-income households spend a larger share of their income on energy, they bear proportionally heavier burdens — the regressivity critics point to. Just-transition policy answers by returning carbon revenue as per-capita dividends, targeting subsidies to vulnerable groups, and funding retraining and social protection for workers in affected industries, so costs and opportunities are shared fairly. The ILO's 2015 Guidelines for a Just Transition codified this as a global policy framework.

Why does environmental justice place procedural fairness on par with the distribution of pollution burdens, and which three procedural rights did the 1998 Aarhus Convention confirm for the public?
Unfair distributions often originate in affected communities being excluded from decisions: opaque information keeps them from building a case, and missing hearings let siting and permits pass easily. The Aarhus Convention answers with three pillars—access to environmental information, public participation in environmental decision-making, and access to justice—linking knowledge, participation and remedy into one loop so that disadvantaged groups can intervene before pollution is approved rather than bear the consequences afterwards.

What does 'environmental racism' refer to?
It means minority and low-income communities disproportionately bear hazards like dumps, plants and pollution from planning, policy and historical discrimination combined—a core environmental-justice issue.

Why was 'common but differentiated responsibilities' (CBDR) raised in climate justice?
Because historical cumulative emissions came mainly from developed nations while vulnerable states suffer most with less capacity, CBDR says all share the goal but duties differ by historical responsibility and development stage.

A landmark 1987 U.S. study examined where commercial hazardous-waste facilities get sited and found that which social factor predicted placement more powerfully than household income? Why did this finding galvanize the environmental justice movement?
Race proved the strongest single predictor: the higher a community's share of minority residents, the more concentrated its hazardous-waste facilities—an effect stronger than income, home values, or land costs. Segregated housing policies depressed land prices, and weaker communities had little administrative or political capacity to resist sitings. By tying pollution burdens systematically to racial inequality with national data, the report carried environmental justice from grassroots protest into scholarship and policy.
