What is Extended Producer Responsibility (EPR)?
EPR要求生产者对产品整个生命周期、尤其废弃后的回收处理负责（常通过缴费给回收基金）。它把末端成本前移，激励企业设计更易回收、更耐用的产品。
EPR makes producers responsible for a product's whole life cycle, especially end-of-life takeback and recycling (often via fees to a fund). It shifts end-of-life costs upstream, incentivizing recyclable, durable design.
