Why is China establishing a protected area system with national parks as the mainstay, and how does its management fundamentally differ from the old patchwork of separately designated, multiply labelled reserves?

The core change replaces scattered designation and multi-agency management with unified, classified, tiered control: national parks protect nationally representative ecosystems under the strictest rules and unified authority; nature reserves safeguard rare and endangered species and their habitats; natural parks permit moderate use consistent with conservation. Consolidating the three categories with clear boundaries allows zoning by ecological value and protection strength, ending overlaps and duplicated designations.

What does the 30x30 target of the Kunming-Montreal Global Biodiversity Framework require, and apart from formally designated protected areas, which other kinds of areas may count toward it?

Target 3 requires that by 2030 at least 30% of land, inland waters and coastal-marine areas be effectively conserved and managed through protected areas and other effective area-based conservation measures (OECMs), stressing ecological representativeness, connectivity, equitable governance and effective management. OECMs are areas managed for other ends whose long-term outcomes nonetheless maintain biodiversity in situ — certain community forests, watershed protection forests or military lands — extending conservation gains beyond the formal reserve network.

What is the 'paper park' phenomenon among protected areas, and why can't conservation success be judged by designated area alone?

A 'paper park' exists only on the map: boundaries are drawn but staff, budgets and enforcement are missing, so poaching and clearing continue. Global reviews find many protected areas have serious management and monitoring gaps; effectiveness tools such as METT inspect inputs, processes and outputs to locate weak points. Judging conservation therefore requires combining area figures with management quality and real ecological outcomes.
