What is the essential difference in commercial-trade controls between CITES Appendix I and Appendix II species?

Appendix I lists species threatened with extinction; their commercial international trade is essentially banned, with narrow exemptions for scientific or conservation purposes granted only under permits from both the importing and exporting countries. Appendix II species are not necessarily threatened, but trade is controlled: the exporting country must issue a permit backed by a non-detriment finding confirming that the offtake will not harm the species' wild populations. This tiering ties regulatory stringency directly to extinction risk and trade pressure.

The pangolin ranks among the world's most heavily trafficked wild mammals. Its scales are chemically identical to human fingernails—so how does that very fact fuel the poaching and smuggling crisis?

Pangolin scales are pure keratin, the same protein as human fingernails, and no rigorous clinical evidence backs their claimed medicinal effects—yet entrenched demand keeps prices high, making all eight species prime poaching targets. At CITES CoP17 in 2016 they were collectively uplisted to Appendix I, banning commercial international trade from 2017. Bans suppress rather than erase demand, though: rising black-market prices sharpen poaching incentives, so strategy has shifted toward cutting consumer demand and dismantling smuggling networks.

Why has commercial breeding of the European eel never been achieved, and how does that technical bottleneck fuel the smuggling trade in glass eels?

Eels spawn in remote ocean depths, and their larvae pass through leaf-shaped leptocephalus stages whose conditions have never been reproduced in captivity, so eel farms worldwide still depend on wild-caught glass eels. After European eel stocks kept declining and exports were restricted, high Asian prices met scarce legal supply, opening a wide margin that smugglers capture by trafficking glass eels abroad, which in turn adds pressure on wild populations.
