鱼需要洄游到特定浅滩或支流产卵，如果大坝、堤岸把通道切断，就算不禁渔鱼也"生不出"；保护产卵场和洄游通道，比单纯禁捕更治本。
Fish migrate to specific shallows or tributaries to spawn; if dams and banks cut the path, stocks can't breed even without fishing. Protecting spawning grounds and migration routes is more fundamental than the ban alone.
