Adolescent reward systems, such as the ventral striatum, are highly sensitive to peers and novelty, while the cognitive-control prefrontal cortex matures later, creating a fast accelerator and slow brake. The imbalance is strongest under arousal or peer presence. It mechanistically explains why risk-taking peaks in adolescence.
