How can algorithms worsen the digital divide?
Recommendation and scoring algorithms trained on majority data can serve disadvantaged groups worse, narrow their information, or deny them credit; combined with skill gaps, the vulnerable gain less from digital dividends, widening the divide.

As internet access became widespread, why did researchers insist the digital divide had not disappeared but merely sunk to a second level?
Because the center of gravity moved from whether one connects to differences in skill and use after connecting. Measuring teenage users, Hargittai found that beyond time online, family educational and cultural resources govern skills such as searching, browsing, and sifting information—a second-level divide. Van Dijk's appropriation model then splits access itself into four sequential thresholds—motivation, material access, skills, usage—along which socioeconomic status converts stepwise into unequal capacity to profit online, and online gains feed back into offline schooling and job seeking, so the divide persists in a new place.

As gaps in access and skills narrowed, why did researchers still posit a third level of the digital divide—and what does that level measure?
Because the decisive cleavage moved to outcomes: this level measures how unequally equally connected users convert going online into real-world gains. Van Deursen and Helsper showed that once access is widespread and skills converge, socioeconomic position still translates into unequal digital dividends—advantaged groups excel at capital-enhancing uses such as finding health information, dealing with e-government, and cultivating professional networks, while disadvantaged users cluster around entertainment. Offline resources decide who turns clicks into tangible benefits, making the internet less a leveler than a lever amplifying existing inequality.

What dimensions does the digital divide include?
First an “access gap” (having network and devices), then a “skills gap” (using them effectively), and a “usage gap” (what and how much one gains); the latter two matter more once access spreads.
