常见维度包括政府对权力的约束、腐败控制、秩序与安全保障、基本权利保护、监管与司法有效等；不同机构加权不同，因此排名仅供横向参考。
Common dimensions are constraints on government power, control of corruption, order and security, protection of rights, and regulatory/judicial effectiveness; weightings differ across providers, so rankings are only rough comparisons.

How does "rule of law" differ from "rule by law"?
法治强调法律约束政府、保障权利；以法治国只是把法律当作统治工具，政府自身可不受同等约束。前者限制权力，后者可能只是便利管理。
Rule of law binds government and protects rights; rule by law merely uses law as a tool of rule, with government possibly unbound. The former limits power; the latter may just ease administration.
